Can he qualify for a service dog? - pet wheelchairs

My friend is in a manual wheelchair because spinabifida and live with their own resources. He is paralyzed from the waist down. Trouble recovering things and other things on their own.

He also lives in an apartment where pets are accepted .. All the apartments around them do not allow dogs more than ten pounds. I wanted to be deported or not, because it helps when you need him?
