International travellers, do carriers (PAL) weigh your hand carry luggage? - international traveller luggage

it says on the PAL is my site:
1) Check-in baggage must not exceed 20 pounds and
Luggage handcarried 2) should be only 1 and not more than 7 pounds.

I have found in different countries (w / adults), but generally do not believe that such things because they are transported a single medium (check-in). Not even a handbag with me on board, because someone has for me.

Lots, but now I know I am concerned because this is my 1st Time alone on the road. I do not want to pay extra for my excess baggage, so please answer me.

I know we will have no doubt that my check-in luggage w / in the specified frequency. but I wonder if I could save more than 7 kg handcarried luggage.

1) My father is traveling often said that I can bring a small suitcase and a backpack on board - but I do not think it to PAL, it should bring only 1.

2) My mother just said you only in the plane with ahandcarried luggage (I think 17x23 cm) and weighed - but I' m not sure, because PAL said it was exactly 7 pounds.
